United States v. Cooper -- On August 21, 2009, Horace M. Cooper was indicted on conspiracy, fraudulent concealment, false statements, and obstruction of an official proceeding. Cooper was employed for approximately seven years as a staff person for a member of the United States House of Representatives. Subsequently Cooper served as the chief of staff for Voice of America (VOA), an executive branch agency of the United States government, then as chief of staff for the Employment Standards Administration of the United States Department of Labor. During the time he worked at VOA and the Department of Labor, Cooper allegedly conspired with Jack Abramoff and others to defraud the United States of Cooper
